A permanent residence permit – is a certificate in the form of a biometric ID card that is issued to a foreign citizen, in accordance with its basis for a residence permit, and confirms his right of permanent residence on the territory of Ukraine.

- persons who were previously citizens of Ukraine;
- parents, husband (wife) of the immigrant and his underage children;
- persons who have been residing continuously on the territory of Ukraine for a period of three years from the date of establishing the status of a person who has suffered from trafficking in human beings;
- persons who served in the Armed Forces of Ukraine for three years or more.
